I have GTA IV v1.0.4.0 with razor1911 crack and the original xliveless and I only used a handling mod so far. When I installed the latest ICEnhancer the game didnt start at all.
Remembering i had trouble with d3d9.dll in GTA SA, I removed the d3d9.dll file only and kept everything as it is for GTA IV and the game worked again with better visuals thanks to the mod. although, the intro loading time became very long and I have to wait 20 seconds for it to start while before ICEnhancer it only took 5 seconds even when doing missions.
After a while weird lights appeared in niko's appartment and part of the sky sometimes becomes green when the sun is rising so I used the xlive.dll that came with the mod and the weird lights are still there.
So my questions are: 1- what is the purpose of d3d9.dll? 2- how can I get rid of the weird lights? 3- how do I reduce loading time? 4- what can the optional presets do?

1. Scripts
2. Define "Weird lights"
3. Disable iCEnhancer
4. enable ambient occlusion, anti-aliasing, or cross-processing

1. It's the file that loads ALL of the custon effects. Without it, Icenhancer isn't working.
2. Explain
3. You can't with icenhancer.. get a better pc may help xD
4. as said above

I have a laptop with these specs: windows 7 I7-3610QM CPU 8 GB ram 2 GB AMD Radeon HD 7670M
What I meant with weird lights is that I see huge and very bright balls of light with different colors coming from any source of light but some how they got fixed after spending ingame days maybe its related to the weather.
I want to make ICEnhancer work to its maximum like it is shown in the video but with d3d9.dll deleted it only gives half of the effects, I will try the guide and see how it works out.
Thanks for your support
*EDIT* I tried the guide and I didnt benefit from it except that with d3fx the game started then immediately said GTA IV has stopped working instead of nothing starting up with d3d9

GTA IV, especially with ENB/iCEnhancer isn't mean't to be played on laptop. Don't give up hope yet; aksine might give you more info about this and how to solve it.
