Can i play atleast Icenhancer 1.3 with HD 6790 Low-Mid settings at 30fps?

Please tell me the rest of your PC specs.
GTA IV has bad support for New cards & AMD cards/processors, runs bad with them on most PC's.

I Have AMD Phenom X4 9850 BE,4GM DDR2 RAM,I currently have HD 4830 512 MB so is it better for me to buy a GTS 250 or something?

Yeah I suggest buying a GTX 560, GTX 275 or something similiar. If you can't afford it right now, I suggest buying a GTX 550TI It's fine.

Try it first with current GPU. If it doesn't run that well on med setts, play on lowest settings (both GTA IV Graphic options & iCEnhancer).

I am running a radeon HD6950 which is very good value for money. I have all GTA settings maxed with iCEnhancer 2.1 and fps around 30ish. They are quite cheap when compared to other cards in the similar performance bracket.

4XXX series dont have much problem with GTA IV ,It should run fine ,Are your drivers up to date?

vojinIt depends what the rest of your specs are. iCE himself had a 5XXX with and i7 and got good fps.

I have a phenomII 945 (OC), hd6870, 4gb ram and I run GTAIV with ENB with maxed settings (only not-max the view distance and shadows render) and I get 35-50fps I'm reading a lot of nonsense, could inform better before misinform people? just a suggestion for a Moderators

It's a FACT that GTA IV runs really bad on AMD Cards, Nvidia have a MUCH better performance. About Processor i don't really know... that shouldn't be the problem. FPS always depend on Ingame Setting and the ENB you use, I have 30-40fps with my current ENB and gtx580/2600k. So you can't tell in general about it. Try to inform yourself before you write something you don't know about
