These mods can be downloaded seperately. With the tool i linked above, you won't have any problems replacing GTAIV cars.

Start the game through LaunchGTAIV.exe as admin. You closed all programs in background too?

Usually it should be able to handle it. How many FPS are you getting, with iCEnhancer disabled? You can try out iCEnhancer 2.0 or 2.1, they should give you more FPS than older versions. Try to use gamebooster or tuneup.

Usually 2.1 should give you more FPS than old versions... Please be sure to close all background programs while playing GTAIV (try gamebooster) also many people are having issues with AMD cards on that game. Try to rent a NVidia card and see

Do you have iCEnhancer 2.1 installed? Or annother version? If 2.1 then go to this folder: iCEnhancer2.1_FINAL/1.0.7.0-EFLC/2-shaders/ Read the readme. Be sure to install xliveless (copy both xlive.dll & xlive_d.dll into the main GTA IV folder). You could revert GTA IV to 1.0.4.0 through downgrading, you shouldn't get any issues like this one on 1.0.4.0. Also you'll be able to use all effects (Latest versions of GTA IV can't support all effects of iCEnhancer).

SMAA is only 1x giving you more aliased jaggies than FXAA, but it keeps the image sharp. In FXAA jaggies are almost not visible, but it blurs the whole image. I prefer SMAA, although most people can't stand the jaggies there

Be sure to close all unnecessary background programs, also install xliveless (place both xlive.dll & xlive_d.dll into the main GTA IV folder). Look into Nvidia Control Panel or CCC too, disable AA there. You installed iCEnhancer over a fresh, unmodded GTA IV copy?

I highly recommend reinstalling GTA IV, maybe you had some mod folder left out in R* games folder. I recommend getting Revo uninstaller
