We could use Team Viewer and you could show me how you installed yours, I'll get a fresh install of GTAIV in the mean time.
By what means can we contact each other? Steam or Skype would work just fine.
I'm a bit paranoid when it comes to programs like team viewer and skype, don't like giving out that much information... best I can do is add more detail to my first post, and make it easier to understand.

Attempt #1 [Failed]
I attempted to install iCE 2.0 over the GTA IV which was at the time modded with iCE 1.3
Result: Crashed after loading screen.

Attempt #2 [Success]
Deleted [grand theft auto iv] folder that contained iCE 2.0/1.3 files.
Took my [grand theft auto iv] backup (Standard Steam Version, fully updated, no mods) and copied into C:\Program Files (x86)\Steam\steamapps\common
I then opened steam, went to library, right clicked GTA IV, clicked properties, local files tab, clicked verify integrity of game cache. When that completed I then clicked the updates tab and changed it to "Do not automatically update"
Closed steam completely.
Downloaded

I then downloaded
www.fileplanet.com/195614/190000/fileinfo/Rockstar-Games-Social-Club-Client-v1.3 Prior to installing RGSC I renamed [GTA IV] to [GTA IV renamed]
(This is the folder inside of [grand theft auto iv] folder )
After renaming, I installed RSGC.
I then went to C:\Program Files (x86)\Steam\steamapps\common\grand theft auto iv\ and moved the files inside the [GTA IV] (folder created by RSGC) into [GTA IV renamed].
I then deleted [GTA IV] folder and renamed [GTA IV renamed], back to [GTA IV].
I then navigated to C:\Program Files (x86)\Steam\steamapps\common\grand theft auto iv\GTAIV and found the LaunchGTAIV file, right clicked, send to, clicked desktop.
right clicked the shortcut that was made on the desktop, clicked shortcut tab, edited the Target: line to say
"C:\Program Files (x86)\Steam\steamapps\common\grand theft auto iv\GTAIV\LaunchGTAIV.exe" -norestrictions
Quotes included.
I then downloaded iCEnhancer2.0 at
depositfiles.com/files/670339x4jI opened iCEnhancer20N.rar, clicked on [patch 1.0.3.0 to 1.0.0.4] folder, clicked on [1. only if fresh installation].
I moved xlive.dll and xlive_d.dll to C:\Program Files (x86)\Steam\steamapps\common\grand theft auto iv\GTAIV
I went back to [patch 1.0.3.0 to 1.0.0.4] folder, clicked on [2. main files], and moved all the folders and files in [2. Main files] to C:\Program Files (x86)\Steam\steamapps\common\grand theft auto iv\GTAIV merging the folders and overwriting the files when the notifications popped up.
(I believe you can stop here and have it work; however, I then added the iceconfig.ini located in [3. Anti Aliasing] - [FXAA] )
After all that I opened GTA IV using that shortcut that I modified earlier (-norestrictions) and upon reaching the main menu none of the menus showed up (No Text Glitch).
I fixed this by downloading

I reopened GTA IV and Tuh-Da! Epic GTA IV.
I then promptly backed up the entire [grand theft auto iv] folder, and started adding other things... Trainerv64... 100% save. Soon I'll work on getting Car/Gun packs and maybe tweaking iCE 2.0 some.
