I've tried 2-3 and still having the same issue with those very long light spikes...any ideeas how to fix this please?

I think 2.0 on 1.0.7.0 look just ugly generally. I had no anti-aliasing and was obligate to use no blur and dof for dont have graphic problem (watch my thread). Then i find one really nice enb who have been made for 1.0.7.0. here the link: www.gta4-mods.com/misc/chinagreenelvis-enb-for-1070-and-eflc-f11205 There is no red sky bug, and it is totally customisable!

I think there is a change in any kind of ".fx" file... Maybe Ice likes this looking light sprites, so if you change to any of chosable light sprites, it won't be same like in 2.0 Standard edition of iCEnhancer

Headlights are insane, in the night you have normal headlights on, but if you press "H" the glow becomes huge, I liked the one from Standard.

Have you heard about patch 1.0.0.3- 1.0.0.4? Every iCEnhancer/ENB looks uglier on EFLC/Steam/1.0.7.0 than 1.0.0.3-1.0.0.4 because you miss ALOT effects and stuff on those bad patches. R* fücked up those versions. Using 1.0.4.0 is recommended (also iCE 2.0N is for 1.0.4.0 only). On 1.0.4.0: No red sky bug, no glitches, no bugs ect. It just works (if you install it right of course) & looks a lot better than 1.0.7.0/EFLC.

Yes i heard about 1.0.0.3 and 1.0.0.4, off course.
But i dont want downgrade my game, 1.0.7.0 work good, and all mods i use are on 1.0.7.0, except ENB.
I think many people dont want downgrade and still want use ENB, its why i posted this link, its a really good enb (with good setting) for 1.0.7.0!

This is how I fixed it, back stuff up like always just in case. Go to your root GTAIV folder (wherever that may be) click on the file that says iceconfig, open with note pad and scroll down to the one that says lightsprite, change the forth one down that says UseRays to false. After that you can use the lightsprites in the options folder that came with the mod to change the look of the lights, just pick one you want and copy the files out of the folder and drop them in your root, click replace when it asks you.
EDIT: Also, don't forget to save the notepad once you change it, seems obvious but you would be surprised ;D
EDIT 2: I also wanted to let you guys know if you want them on but smaller, keep it set to true, and just change the values under it. I have not done this however, and don't know how much you can increase/decrease the values with out crashing the game.

For tweaking the rays go into iceconfig.ini and look for following values:
UseRays=(false/true) this parameter turn rays coming from light sources on and off.
RaysNumber=(0..10) number of rays coming from light sources.
RaysIntensity=(0..10) intensity of the rays.
RaysRateOfChange=(0..100) rate of change of rays. Higher values make that the rays behave more like in lens of camera; it seems like they're rotating.
RaysLength=(0..10) lenght of the rays. It's not worth to set too high values, because rays may mist the screen too much.
