Your graphics card is pretty old ,though doing a nice job,You can disable SSAO (Change EnableAmbientOcclusion=true to false) or can reduce resolution ,Wait for iCEnhancer 2.0 ,It's better optimised and will give better fps ;D

iCEnhancer wasn't supposed to be used on 1.0.7.0 only 1.0.4.0 because of a variety of issues ,You can try remove icebloom.fx and see ,Im not sure

Wow, I had no idea about that ,But using NVIDIAFORCECARD doesnt reduce fps I guess,Try changing it to false

What patch are you on?,Did you play Nvidia inspector or something ,His computer great enough,Do you have 9600 gt ? ,Try disabling it

It's the optimus problem(It's using the Intel Gpu-59 mb VRAM ), ,There's no solution as of now if your not able to disable optimus in the bios

FRAPS is realtime capture, ,Where as the ingame video records stuff and render's it bit by bit before exporting ,The ingame recorder is more flexible ,though sometimes might clash with enb(rarely) and lacks motion blur

Just go to iceconfig.ini ,Under [GLOBAL] ,change CyclicConfigReading=true to CyclicConfigReading=false,There the problem should go ;D
