Ok i just went through 3 days of fighting to get this mod to work with the Steam copy of GTA4. I'm going to do my best to share how i did this... I Can't promise this will work for every one, but this is how i got it to work.
First Step is after a A FRESH INSTALL of GTA4..and fresh i mean going into App Data under your user name in windows.. and Removing the RockStar folder out of it all together..
After you get it installed.i Recomend making a Backup of that folder.(if you have the space it is 15 gigs) then START THE GAME!
i let it run benchmark then after that exit the game.
Go here to this sight
Downgrade of the steamversion of GTAIV to 1.0.4.0
Follow the instructions to the T on this..
Once you down grade it.. START IT!!!!
boot the game up once again, Benchmark, then exit.
Now you can start putting in the ICEnhancer 2.0 files.
Use the the install folder in the ZIP for 1.0.4.0.
It's self explanatory.
Now you will need anouther file since this use Xliveless.
you need the Font.dat and font_r.dat,

Once downloaded follow the Downgrade instructions on where to place it.
Comman\Data
Place those in there..
Now i BOOTED THE GAME AGAIN.. at this point the Ice should be installed..
Make sure you don't have any GPU Monitoring programs running. as many have said before and i don't know why the hell these mess up a Modded GTA4 but they do.
I also have ScriptHook and File Check fix running in mine.
Thats how i got it to work at last.. It still seems some Custom Scripts Like Trainers still will cause the game to crash.. no idea why.. But this is what i did..
